Wind chill warning declared over all of Mass.; parts of state could feel 40 below

National Weather Service forecasters have raised a wind chill warning across all of Massachusetts from Friday morning through Saturday morning, cautioning residents of the commonwealth that staying outside in the forecasted cold could cause frostbite on exposed skin in a matter of minutes.
