Philip Schreffler, General Counsel, brings over a decade of legal experience to the WHA. A collaborative leader, he guides the in‑house legal team in upholding safety standards and ensuring fair, consistent treatment for residents, employees, and partners. His work supports the agency’s mission to provide safe, well‑managed housing for the community.

Edlin Ortiz

Edlin Ortiz, Chief Resident Programs Officer, has been with the WHA since 2017 and oversees Family and Resident Services. Drawing on extensive experience within the agency, she leads efforts to promote resident self‑sufficiency, while coordinating essential support services that strengthen the well‑being and success of WHA households.

Richard A. Menard III

Richard Menard serves as Chief Services Officer, overseeing Human Resources, Technology Services, Public Safety, and Health & Safety Compliance. With 25 years of leadership experience, he is dedicated to collaboration and exceptional service, working to safeguard the well‑being of WHA employees, residents, and the broader community.

Celia Milios

Celia Milios is the Chief Financial Officer overseeing Accounting, Procurement and Grants while supporting employees, vendors, and key financial initiatives that benefit residents. With decades of experience in finance, she plays a central role in driving WHA’s strategic goals and long‑term vision.

Tiffany Shliapa

Tiffany Shliapa, Chief Administrative Officer, oversees Section 8 Leased Housing, Admissions, and Property Management for the WHA. Since joining WHA in 2008, she has worked across multiple departments, gaining comprehensive operational knowledge that enables her to effectively support staff, strengthen program delivery, and serve the entire WHA community.

Steve Alvarez

Steve Alvarez has served the WHA since 2010 in various capacities. As the Chief Facilities Management Officer, he now oversees Maintenance, Modernization, and RCAT operations.  Steve is responsible for the strategic oversight and long-term performance of WHA’s physical assets and infrastructure. He has successfully directed facilities operations, preventive maintenance, capital planning, and energy initiatives to benefit the WHA and the residents we serve.

Peter Proulx

Peter Proulx, Chief Development Officer, brings decades of leadership in Massachusetts affordable housing. Having served as a former Executive Director, Chief Operating Officer for the WHA, and current President of the Massachusetts chapter of NAHRO, his wealth of knowledge has aided the WHA in major development initiatives, including Curtis Apartments, 38 Lewis Street, and Lakeside Apartments.

Alex Corrales

Alex Corrales is the CEO of the WHA, leading New England’s second‑largest housing authority and serving over 13,000 residents. An immigrant from Costa Rica who grew up in public housing, he has doubled WHA’s budget, modernized its headquarters, strengthened essential self‑sufficiency programs, and launched Building Futures, Inc. , the WHA’s nonprofit arm, to drive major redevelopment projects, since his appointment in 2016.
